Heat olive oil in a large skillet. Season steak with salt, black pepper, garlic powder, and smoked paprika. Sear 3-5 minutes until browned. Remove and set aside.

In the same skillet, melt butter. Add minced garlic and sauté 1 minute until fragrant.

Add heavy cream and whole milk, stir to combine. Simmer 3-4 minutes until slightly thickened.

Return seared steak and cooked tortellini to skillet. Toss to combine for 2 minutes.
